The subject of this volume is a case study aimed at examining the level of civil society in the regions of the Czech Republic. The research is primarily based on a qualitative case study of two selected regions (administrative regions), which represent as different as possible types in terms of the state of civil society, using interviews with representatives of the non-profit sector. The case studies focus primarily on the state and development of the non-profit sector, which is what the author conceives as the key, constitutive element of Czech civil society. One of the aims is therefore to describe in detail the situation and the development of the non-profit sector in selected regions, and in this connection to identify the socio-cultural and the institutional factors that may influence the level of civic participation. The author looks mainly at what kind of institutional features can contribute to the shape of civil society and especially influence how local and regional governments affect the state and development of civil society in the region.

Summary
This volume of Sociological Studies focuses on regional and local aspects of civil society in the Czech Republic. The introductory, theoretical section contains a summary of the development of knowledge in the field of civil society and civic participation from two partly opposing perspectives – the institutional and the socio-cultural. In the first perspective, civic traditions and the social interaction in the given society itself play the key role in the formation and development of civil society. In the second perspective, emphasis is put on the role of institutional factors that have a fundamental influence the state of civil society. The results of this study indicate that both institutional and socio-cultural factors play a role in the development of civil society.
In this study civil society is defined partly in terms of the level of civic participation in voluntary organisations in the non-profit sector. Therefore, the study begins with an analysis of the state and development of the non-profit sector in two selected regions: the Vysočina region and the Karlovy Vary region. The study is also based on an analysis of the influence of selected socio-cultural and institutional factors on civil society in the selected regions. Particular attention is devoted to what kind of effect local and regional governments have on the development of the non-profit sector and civic participation, and whether this effect may be the source of the regional differences in the level of civil society.
The choice of regions was guided by an effort to represent regions with as different as possible levels of civic and political participation. While the Vysočina region exhibits the highest voter participation in the Czech Republic and the relative number of non-profit organisations in the region is also one of the highest in the country, the Karlovy Vary region lies at the opposite end of both scales. The differences observed in these characteristics are supported by the findings from qualitative data analyses acquired from interviews with representatives of non-profit organisations. The non-profit sector in the Vysočina region is more advanced, the degree of integration and connection between organisations and how informed they are about each other is higher, the regional coalition of non-profit organisations operates better, and the non-profit sector enjoys the respect of both the public and local and regional representative institutions. In the Karlovy Vary region there is generally a much weaker inclination towards civic participation and the non-profit sector is more fragmented. The differences between regions are derived from social factors, the most distinctive role here played by the level of education in the region, and factors with a cultural-historical basis, which in this case refers the Karlovy Vary region’s history, as a border region, of population expulsion and resettlement, and to the historical roots of civic tradition in the Vysočina region.
However, regional differences are also caused by institutional factors. While the local authorities do not appear to have much impact on the regional differences in civil society observed between the regions in the study, the regional authorities, established only several years ago, do contribute to the existence of these differences. Even during the short period since their establishment the regional authorities have managed to have a significant effect on the differences observed in levels of civic participation between regions. The Vysočina region helps create the necessary conditions for the non-profit sector, supports infrastructure, provides financial assistance, and, no less importantly, keeps non-profit organisations up-to-date with information, and the region has a considerable positive impact on the development of the non-profit sector and thus also on civic participation. Conversely, in the Karlovy Vary region, the regional authorities make no real contribution to fostering the development of civil society in the region.
The institutional and the socio-cultural perspectives can both be validly applied as both have an impact on the development of civil society. Civic participation has its roots in the history and culture of the region and influences regional and local institutions, but these institutions in turn also have a reciprocal effect on civic participation.
