2006:1 Socio-economic Values, Policies, and Institutions in the Period of the Czech Republic’s Accession to the European Union |
Zdeněk R. Nešpor – Jiří Večerník (eds.) |
|
The volume presents a study of some of the central dimensions of the complex changes Czech society has experienced in connection with the transformation after 1989 and the country’s accession to the European Union. It expands on standard mainstream economic, sociological and politoval science approaches to also take into account the historical dimensions of these processes. The study is methodologically grounded in the tradition of economic sociology and the conceptualisation of economic culture; it also analyses the differences between objective social facts and thein ideological, political and media representation and looks at transition policies and their social reception. Special attention is devoted to analyses of the labour market, social and family policy, the monetary system, education, health care, and the issue of contemporary international migration. Qualitative field research is used to compare the business values of domestic and foreign business people doing business in the Czech Republic and the economic culture of Czech public administration, while comparative analyses based on international quantitative surveys are used to examine work and family values and attitudes on contemporary religiosity/spirituality. A key question that the authors attempt to address is whether various types of (economic) cultures – (post)communist, Western or different Western types, or even that which preceded the rise of the socialist dictatorship – have clashed, changed, or fused in the processes of transformation and European integration. In other words, whether and how much the Czech Republic is already in Europe and/or how much it is still moving towards it.

Summary
The volume focuses on a study of some of the central dimensions of the complex changes that have occurred in Czech society in connection with the transformation after 1989 and the country’s accession to the European Union. It expands on the standard mainstream economic, sociological and political science approaches to also take into account the historical dimensions of these processes. The study is methodologically grounded in the tradition of economic sociology and the conceptualisation of economic culture; it also analyses the differences between objective social facts and their ideological, political and media representation and examines transition policies and their social reception.
The first part of the volume presents an analysis in which the predominant research and public- discourse perspectives on Czech transformation and EU integration to date have been substantially elaborated. The process of EU integration by no means signifies a straightforward ‘return to Europe’ and the unconditional acceptance of Western values and behaviour strategies or even the adoption of pre-communist values. However, it is also not a matter of the unqualified continuation of the mental patterns and practices from the period of really existing socialism. To a certain extent all these sources apply, while an important role is occupied by their ideological, political and media representation, which is the subject of a separate chapter.
The post-communist transformation of society was based on three basic, albeit unequally developed, pillars: the sphere of politics and government, which in this study is examined only indirectly; the economic sphere, including its implicit externalities, which is mainly the focus of the third part of the study; and finally the broadly defined social sphere, some areas of which are the subject of discussion in the second part of the volume. The work consists of an analysis of the functioning of the market, the potential it creates for other social policy while at the same time at least partially complementing it. Legislation and incentives on the side of the state should lead to a reduction of dependency and to a decrease, or better targeting, of social expenditures, even though in an international comparison it is evident that this is often clearly not the case. The reason for this often lies in the historical foundations of the relevant institutions and the specific group interests of individual actors, or even their short-term political interests, and this case is also typically observed in other areas such as social and family policy and the reform of the pension, education, and health-care systems. The authors of the individual chapters have tried to determine who (in the sense of individual actors and their social background) has been behind the acceptance of specific policies and influenced their social reception and acceptance or rejection, when this occurred (in calendar and historical time) and why (in terms of interests, attitudes, and values). With regard to individual policies there was never any unconditional acceptance of ‘Western models’, not even in direct connection with the Czech Republic’s accession to the EU.
The third part of the volume focuses on a comparative study of the value orientations of Czech economic culture.Through qualitative field research the persisting differences in the business behaviour and strategies of domestic and foreign business people in the Czech Republic and officials in state administration were examined, along with the gradual approximation of these phenomena and the role of individual ‘parties’ in the process. Attention is also devoted to the agricultural sector, a specific sector in which the post-1989 changes had a swift and profound impact. In a certain sense this sector serves as an example of the developmental trajectories of the socio-economic ideas and behaviour of Czech business people. However, differences are also manifested at the level of employees and business people that have come (not always legally) from the East, at present usually Ukrainians, Vietnamese, and Chinese. Information on their activities has otherwise primarily referred to discussions on changing immigration policy and other institutional and socio-cultural aspects of contemporary immigration into the Czech Republic.
International comparative studies on opinions and attitudes, the analysis of which is primarily the subject of the fourth part of the volume, are certainly not a source of data that is without problems, but they help to determine how ‘genuine’ at least some of the value changes of the past
fifteen years actually are. An examination of the dynamics of attitudes and their (in)consistency with the progress of society helps also to obtain a deeper understanding of the processes addressed here. Therefore, the study also contains chapters on values of work and satisfaction with it, and on values relating to the family, marriage, and parenthood, which indicate some strong resemblances to Western European values, but in other areas show marked differences, even more so in the case of people’s real economic-employment behaviour or even their demographic behaviour. Possible explanations for the cultural and institutional determination of the processes observed in the study have been suggested as lying in religion, confessional diversity, and other attitudes towards traditions or new religious trends or movements. This explanation is certainly valid in many regards, but it cannot be regarded as absolute, and therefore the study also looks at Czech (non)religiosity in a broader European context. The final chapter focuses on establishing a typology of the transformations and fusions of cultures in the process of post-communist transition and European integration, discussing the nature of various socio-economic cultures of the communist period and their transformation after the fall of communism, and also examining issues relating to the endurance of pre-communist components in society and the clashes, experienced on both sides, between the these and the Western capitalist cultures. The fusion of cultures is not one-directional or one-dimensional, but rather occurs through individuals and institutions and in specific social, economic, political and other contexts.
