Based upon Act No. 283/1992 Coll., on the Academy of Sciences of the Czech Republic, as subsequently amended, and upon Act No. 341/2005 Coll., on public research institutions, and in accordance with the Statutes of the Academy of Sciences of the Czech Republic issued on 24 May 2006, the Academy of Sciences of the Czech Republic (hereinafter ASCR) hereby issues
(1) The Centre was established by a resolution of the twelfth session of the Committee of the Presidium for Managing Institutes of the Czechoslovak Academy of Sciences (hereinafter CSAS) held on 31 October 1990, which took effect on 16 November 1990, under the name the Joint Technical and Administrative Service of the Biological Institutes of the CSAS (hereinafter JTASBI). Under section 18 (2) of Act No. 283/1992 Coll., the JTASBI became an entity of the ASCR as of 31 December 1992. By a resolution of the twenty-seventh session of the Academy Assembly of the ASCR held on 15 December 2005, the Institute of Entomology of the ASCR, identification number 60077395, located in České Budějovice, Branišovská 1160/31, the Institute of Hydrobiology of the ASCR, identification number 60077387, located in České Budějovice, Na Sádkách 702/7, the Institute of Parasitology of the ASCR, identification number 60077409, located in České Budějovice, Branišovská 1160/31, the Institute of Plant Molecular Biology of the ASCR, identification number 60077352, located in České Budějovice, Branišovská 1160/31, and the Institute of Soil Biology of the ASCR, identification number 60077379, located in České Budějovice, Na Sádkách 702/7, were consolidated into the JTASBI as of 1 January 2006. At the same time, the name of the JTASBI was changed to the Biology Centre of the ASCR.
(2) Under Act No. 341/2005 Coll., the legal status of the Biology Centre of the ASCR will be transformed from a state contributory organisation into a public research institution (abbreviated as v. v. i.) from 1 January 2007.
(1) The Biology Centre of the ASCR, v. v. i., (hereinafter BC) is established for an indefinite period as a legal entity with identification number 60077344, and is located in České Budějovice, Branišovská 1160/31, Postal Code 370 05.
(2) The founder of the BC is the ASCR, an organisational body of the state, identification number 60165171, headquartered in Prague 1, Národní 1009/3, Postal Code 117 20.
(1) The purpose for which the BC has been established is to carry out scientific research in the fields of biology, especially in entomology, hydrobiology, plant molecular biology, parasitology and soil biology, to contribute to the utilisation of its research results, and to provide the research infrastructure.
(2) The principal activity of the BC is scientific research in the fields of general and applied entomology and related disciplines, hydrobiology-limnology and related disciplines, parasitology and related disciplines, molecular and cell biology, genetics, physiology and plant pathogens, soil zoology, soil microbiology, soil chemistry, soil micromorphology and ecology and the use of the knowledge obtained for the protection of nature and the environment, and in agriculture, water economy, forestry and medicine. The BC contributes to raising the level of knowledge and education and to utilising the results of scientific research in practice. It acquires, processes and disseminates scientific information, issues professional publications (monographs, journals, proceedings, etc.) and is engaged in science popularisation. It provides scientific assessments, professional opinions and recommendations, consulting and advisory services. In cooperation with universities, the BC carries out doctoral study programmes and provides training for young scientists. Within the scope of its activity, the BC promotes international cooperation, including the organisation of joint research projects with foreign partners, participation in exchange programmes for scientists and the exchange of scientific information, as well as the preparation of joint publications. The BC organises scientific meetings, congresses, symposia and seminars on the national and international levels and provides the infrastructure for research, including the provision of accommodation for its employees and guests and in-house catering. It pursues its aims both independently and in cooperation with universities and other research and professional institutions.
(1) The director, the Board and the Supervisory Board are the bodies of the BC. The director is the statutory body of the BC and is entitled to act on behalf of the BC.
(2) Basic organisational units of the BC are scientific institutes responsible for research and development, and the Technical and Administrative Service responsible for provision of the infrastructure.
(3) The detailed organisational structure of the BC is regulated by rules of organisation issued by the director after being approved by the Board.
The foundation deed will become effective on 1 January 2007 and will supersede the foundation deed of the Biology Centre of the ASCR dated 13 November 1990, as subsequently amended by a modification dated 1 September 1993, the Addendum dated 15 December 1994, modifications dated 15 March 1995 and 26 May 2000 and Addendum No. 2 dated 16 December 2005 (the full text having been issued on 16 December 2005).
