The project goal is to establish a metrological center for ultra low-noise measurement of short-term frequency and phase stability. The measurement system will serve for investigation and calibration of ultra low-noise frequency sources, frequency conversion systems, precision signal transfer systems, distribution amplifiers etc. The measurement of frequency stability in the time domain will be based on the Dual Mixer Time Difference (DMTD) method that will be elaborated within the project. The measurement of phase stability (phase noise) in the frequency domain will be based on the existing industrial equipment provided by Femtosecond Systems (FS) which will be appropriately implemented. It is expected that other European time and frequency laboratories will employ the center within the related EUROMET (European collaboration in measurement standards) Project #651.
