The chapter shows the context in which the local politics and different forms of development partnership are executed. It analyses the position of three small and mid-sized Czech towns according to their geographic location, its local economic atractiveness and socio-economic structure of its inhabitants. It shows that all three of them are important local employment centre with a suburban belt around them. On the other hand all of them are loosing population of young economically actives.
