The centre for the documentation of the transfer of property and items of cultural value from Second World War victims was established on 1 November 2001 following a decision reached by a working commission that was set up as a result of a resolution of the government of the Czech Republic in November 1998 and which was presided over by JUDr. Pavel Rychetský. The Commission concluded its report on 15 May 2002, while the team of dedicated experts at the centre who had been assigned to the task continued to shed light on the historic and economic circumstances surrounding the Aryanization of Jewish property, mainly of art works. At the same time the scope of the investigation was extended to include Czech and foreign archives and, with the close cooperation of the Czech Ministry of Culture, the inventories and acquisitions of particular museums and galleries.

The remit and activities of the centre were endorsed in an act of parliament of the Czech Republic. The centre itself is part of the scholastic and academic base of the Academy of Sciences of the Czech Republic and functions within the framework of the Institute of Contemporary History of the Academy of Sciences.
