Abstract: In the second part we focus on quasistatic processes connecting nonequilibrium steady states within the framework of Markovian systems out of detailed balance. We give details of the construction of finite (.excess.) parts for diverging path quantities like heat or work of non-potential forces in the quasistatic limit, and set up a systematic expansion around detailed balance. As an application, we calculate a lowest-order nonequilibrium correction to the (equilibrium) heat capacity and show that in general non-equlibrium processes cannot be described by generalized thermodynamic potentials.
