The project focuses on the possibilities and limits of local governments in small municipalities in the Czech Republic (less than 2000 inhabitants) to influence the situation in the community and to make use of its endogenous development potentials.
The research team analyses diverse relationships between formal and informal features of local governments and the development potentials of municipalities. The analysis is based on on qualitative and quantitative data.

The chapter forms a methodological supplement to the study. The authors describe geoinformation systems and their possible uses in various types of social analyses, especially analyses of local development. The authors focus on the use of geoinformation systems in the statistical analyses contained in the second chapter of the study – calculating the traffic accessibility of municipalities and identifying individual settlements.
The chapter summarises the results of three qualitative case studies of local government and the development potential of three selected small municipalities: Verměřovice, Vražkov, Roztoky. The case studies are based on interviews with the main actors of public affairs in the communites and on participant observation of the meetings of the local council. The studies document the dominant role of the mayor as development actor.

Local governments are explained as the dominant development actors on the local level. The chapter points out the dominant development goals of the municipalities in the study and the potentials and limits which the communities face achieving these goals.
