Prof. Vlasák graduated in the Water Management and Hydraulic Structures branch from the Faculty of Civil Engineering of the Czech Technical University in Prague in 1963. After graduation he has worked at the Institute of Hydromechanics of the Czechoslovak Academy of Sciences (now Institute of Hydromechanics of the Academy of Sciences of the Czech Republic, v. v. i.). During the years 1969–70 he attended International Courses in Hydraulic and Hydrology Engineering in Delft, The Netherlands, where studied theoretical and experimental hydraulics under the supervision of Prof. M. B. Abbot, founder of hydroinformatics. In 1974 he defended his CSc. (Ph.D.), in 2001 he defended his DrSc. In 2009 he was appointed professor of Water management and water constructions at the Czech Technical University in Prague.

From 1991 to 1994 he was Head of the Department of Fluid Mechanics and Disperse systems, from 1990 to 1997 Deputy Director, and from 1994 to1997 Chairman of the Scientific Council of the Institute of Hydrodynamics of the ASCR. During the years 1997–2005, he was Director of the Institute, currently he is Deputy Director. From 1989 to1990, he was Vice-Chairman of the Chamber of Elected Representatives of the CSAS and from 1990 to1993 he was Scientific Secretary and a member of the Presidium and of the Committee for Managing the Institutes of the CSAS. Since 1993 he has been a member of the Academy Assembly of ASCR. From 1993 to 2001 he was a member of the Council for Sciences of the ASCR, and its Vice President from 2001 to 2005. He was Vice President of the Grant Agency of the ASCR in the years 1994–97 and from 1993 was member (2001–05 Vice President) of the Economics Council of the ASCR. In the years 2005–09 was Vice President of Academy of Sciences of the Czech Republic, in 2009 was elected to the Council for Sciences of the ASCR, and 2006–10 member of Research and Development Council of the Czech Republic.

Dr. Vlasak´s research interests are focused on the mechanics of fluid and disperse systems. He specializes in the fields of rheology and slurry flow in pipes, sedimentation and sediment transport in open channels with application in pipeline transport and material handling, water management and environmental protection. He is author and co-author of over 260 papers in journals and conference proceedings. In 1987, he received the Award of the Czechoslovak Academy of Sciences for research results achieved in the field of hydraulic pipeline transport, in 2012 was appointed as Professoris Honorarii at Universitatis Rerum Naturalium Wratislaviensis.

He gave lectures at Transport and Communications University in Zilina, now he gives lectures at the Jan Perner Faculty of Transport of the University in Pardubice, he was a member of the Scientific Council of the Faculty of Civil Engineering of the Czech Technical University in Prague and of the Scientific Council of the Czech Technical University in Prague, he is a Deputy Chairman of the Commission for the Defence of the Degree of DSc. in the fields of the mechanics of fluids, thermodynamics, hydrology and water management.
He is a fellow of Engineering Academy of the Czech Republic, member of Freight Pipeline Society (2009–12 President), American Chemical Society, International Society of Offshore and Polar Engineers and founding member of the International Society of Underground Freight Transportation. He is representative of the Czech Republic in INTEROCEANMETAL, j.o., and member of the editorial boards of Journal of Hydrology and Hydromechanics, Engineering Mechanics, and Mining Journal.
