PARTNER- Partnership and Participation in Local Public Administration: Meaning, Experiences and Promises.

The paper deals with an analysis of the processual features of community care planning in the Czech Republic. It comes to conclusion that the participative nature of community care planning is only partially implemented in reality. The deficiencies of participative nature of community planning are influenced by the institutional context of community planning in the Czech Republic, in part by the design of public government institutions, in part by the institutions of civil society.

The chapter shows the context in which the local politics and different forms of development partnership are executed. It analyses the position of three small and mid-sized municipalities according to their geographic location, its local economic atractiveness and socio-economic structure of its inhabitants. It shows that all three of them are important local employment centre with a suburban belt around them.
