Professor Filer received his Ph.D. from Princeton University and taught at Brandeis University for eight years before coming to Hunter in 1986. He was a Senior Researcher at the Economics Institute of the Academy of Sciences till 2011. He is a Senior Fellow of New York's Manhattan Institute and was twice a Fulbright Scholar in the Czech Republic. He currently sits on the Executive and Supervisory Committee of the Center for Economic Research and Graduate Education, the Charles University and the Economics Institute of the Academy of Sciences of the Czech Republic (CERGE-EI), Prague, where he taught from 1996 till 1999. He is a Research Fellow at the Institute for the Study of Labor (IZA), Bonn; the Center for Economic Studies/Institute for Economic Research (CESifo), Munich and The William Davidson Institute (WDI) at the University of Michigan. He is the Chair of the International Faculty Committee for the International School of Economics at Tbilisi State University and Central European Coordinator for the Global Development Network. He is also the President of the CERGE-EI Foundation and an Assistant Professor at CERGE, Charles University.

Labor markets (gender differences, retirement, wages and earnings, workplace safety, unemployment), education, financial markets, economic development, housing, economic measurement.
