PARTNER- Partnership and Participation in Local Public Administration: Meaning, Experiences and Promises.

The main objective of this book is to analyse the processes of cooperation, partnership and participation in local public administration. The authors ask: How local actors understand to these processes, what are main assets and shortcomings of mentioned processes? The book contains both theoretical framework and practical examples in studied area of partnership and participation in municipalities and regions.

The chapter shows the context in which the local politics and different forms of development partnership are executed. It analyses the position of three small and mid-sized municipalities according to their geographic location, its local economic atractiveness and socio-economic structure of its inhabitants. It shows that all three of them are important local employment centre with a suburban belt around them.

The chapter is based on data of surveys conducted between 1998 and 2008 in Blatná, Český Krumlov and Velké Meziříčí. The chapter is focused on the relation of the respondents to public affairs, their sense of informedness, their opinion about the influence of selected institutions and people on the decision-making of important town issues, satisfaction of citizens with performance of town leadership, and on how the respondents acquire information about events in their town.

Participation and cooperation are conceptions that often occur in the local public service more frequently. Individual and institutional actors’ interest is crucial aspect of participative and cooperative processes in the locality. Knowledge – sufficiency of information of public affairs– is basic condition for this interest. In the process of acquiring this knowledge both individual motivation to be informed and informational strategy of the institution are important.

The chapter deals with a comparison of theoretical claims on processual features of community care planning and the reality of their application in praxis. The participative features of the process are accentuated in the chapter. The author shows that there exist some institutional specifics in the social care system in the Czech Republic which make the implementation of participatory ideals difficult.
