The first Senate elections raised the question of the purpose of electing a representative body, whose existence have not been clearly explained or defended by its creators. The most common reason voters had for not participating in the 1996 Senate elections was their disagreement with the very its existence. These elections were the first experience with the two-round majority system. The Senate elections also showed that voters largely followed similar patterns to the Chamber of Deputies.
