HUMAN RESOURCES STRATEGY FOR RESEARCHERS (HRS4R)

In March 2005 the European Commission adopted the Recommendation (2005/251 /EC) on "The European Charter for Researchers" and "The Code of Conduct for the Recruitment of Researchers" (C&C) specifying the set of principles for an improved research system. The implementation of the C&C in research institutions and funding organizations is supported by The Human resources strategy for researchers (HRS4R).

The J. Heyrovský Institute of Physical Chemistry, v. v. i. (HIPC) declared the commitment of the HIPC to C&C on November 15, 2017 and was granted by the Ministry of Education, Youth and Sports of the Czech Republic with the project No. CZ.02.2.69/0.0/0.0/16_028/0006251 (EU co-financing rate: 75.90 %, 2018 - 2022) to implement those principles.

In 2018 started the long-term process revealing the Gaps in the 40 principles of the C&C. Based on the discussions with researchers of all levels, administrative and technical staff, Gap Analysis and Action Plan for upcoming 4 years was prepared.

Implementing the strategy is one way to demonstrate that the HIPC fosters a supportive environment for researchers.

The whole process is overseen by the Steering Committee appointed by the internal directive no. 7/2017 (December 4, 2017). This Committee asked the Heads of the Departments for nomination of at least one person with the experience and interest in the HR issues. The representatives of the researchers at all levels, administrative and technical staff established the Working Group, which members actively, voluntarily and responsibly participate in the Gap Analysis Process and Action Plan conceiving.
