HUMAN RESOURCES STRATEGY FOR RESEARCHERS (HRS4R)

In March 2005 the European Commission adopted the Recommendation (2005/251 /EC) on The European Charter for Researchers’ and ‘The Code of Conduct for the Recruitment of Researchers’ (C&C) specifying the set of principles for an improved research system. The implementation of the C&C in research institutions and funding organizations is supported by The Human resources strategy for researchers (HRS4R).

Heyrovský Institute of Physical Chemistry (HIPC) declared the commitment of the HIPC to C&C on November 15, 2017 and was granted by the Ministry of Education, Youth and Sports of the Czech Republic with the project Rozvoj kapacit UFCH JH, v.v.i. pro vyzkum a vyvoj No. CZ.02.2.69/0.0/0.0/16_028/0006251 (EU co-financing rate: 75.90 %, 2018 - 2022) with the aim to implement those principles.

In 2018 started the long-term process revealing the Gaps in 40 principles of the C&C. Based on the discussions with researchers of all levels, administrative and technical staff, the Gap Analysis and the Action Plan for upcoming 4 years was prepared. Implementing the strategy is one way to demonstrate that the HIPC fosters a supportive environment for researchers.

The whole process was overseen by the Steering Committee (Directive 7/2017). Members of the Committee asked the Heads of the Departments for nomination of at least one person with the experience and interest in the HR issues. The representatives of the researchers at all levels, administrative and technical staff established the Working Group, which members actively, voluntarily and responsibly participated in the Gap Analysis Process and Action Plan conceiving. We succeeded.

On January 16, 2019, we have officially joined the family of research organizations awarded by HR Excellence in Research that shows progress in harmonizing our HR policy in line with 40 principles of the C&C.

Over the first two years, we are progressively meeting the goals we set in our Action Plan. The whole process is again controlled by the Steering Committee (Directive 10/2018) and the Monitoring Committee, which again consists of representatives of scientists, administrative and technical staff (Directive 9/2018, later 1/2019). After two years, we will review the Action Plan and after next three years, independent experts to assess whether we meet the prerequisites for HR Excellence in Research will visit HIPC. The award will either be defended or withdrawn.
