5 February, 2021

The Government Council for Research, Development and Innovation (RVVI) held the first meeting of the year on January 29 and appointed Prof. Štěpán Jurajda to be the chairman of the Commission for Evaluation of Research Organizations and Programs (KHV). The fourteen-member commission was, until recently, led by Professor Petr Dvořák from the Department of Biology at Masaryk University.

KHV is a key advisory body of the Council with the purpose of implementing the Methodology for Evaluating Research Organizations and RD&I Purpose-tied Aid Programs, the so-called Methodology 2017+, at the national level. It provides recommendations to select the criteria according to which research organizations should be evaluated (and ultimately institutional funding for research should be allocated), design of the underlying bibliometric analyses, composition and working of peer-review evaluation panels, and evaluation of support programs and grant schemes that provide research funding on a competitive basis, including the Grant Agency of the Czech Republic (GAČR) and the Technology Agency of the Czech Republic (TAČR).

Štěpán Jurajda is a Mellon Endowment Professor with tenure at CERGE-EI and between 2009-2013 served as its director. He received his PhD at the University of Pittsburgh and did a postdoc at Princeton University. In addition to his membership in RVVI and KHV, he is also a member of the Academic Assembly of the Czech Academy of Sciences, the Scientific Council of Charles University, the Scientific Council of Masaryk University, and the Grant Agency of the Czech Republic.

The agenda of the 364th RVVI meeting, which took place in the form of a video conference, also included R&D support within the economic strategy and action plan for 2021.
