The study presents the results of a survey of parliamentary deputies which is part of an anticipated
wider analysis of the place and role of Parliament in the transformation of the political system from an
authoritarian regime to a democracy, in the individual stages of this transformation. The survey was
conducted at the beginning and end of the term of office and a comparison of data allowed some
development tendencies to be discerned. The results acquired provided comprehensive observations
on, and a general depiction of, the first session of the highest legislative institution in the independent
Czech Republic, as well as on the formation of a new political elite and key links within the highest
powers: legislative, presidential and executive.
The study monitors the paths of the deputies into Parliament, changes in the composition of
Parliament by political party, it brings a set of observations on the orientation, activities, attitudes and
values of deputies in what was historically the first term after the foundation of the independent Czech
Republic and attempts, as far as possible, to reveal longer-term tendencies in the attitudes of deputies
which affect the whole political decision-making process. Attention is also devoted to the control of the
government by Parliament, and an evaluation of the activity of Parliament by the deputies at the end of
its term of office.
