Accountability is a problem in every democracy, and particularly in countries currently building a democratic system and market economy. The chapter analyses the policy between parliament and government in connection with the problem of responsibility and accountability in the Czech Republic. Special attention is paid to the institutions that are accountable to the Chamber of Deputies of the Czech Parliament in the area of the economy.

The text aims to explain the voting unity in the Chamber of Deputies of the Parliament of the Czech Republic building upon data from the years 1998ů2002. The article presents basic institutional rules which should lead to the unity of political parties in the Czech Parliament and then data measuring the unity of Czech parliamentary party groups.

The chapter focuses on the economic policy making between government and parliament. On the beginning there is analysed the legislative framework of this relation, then the division of power between government and parliament, based on the accountability concept. The result of this analysis are demonstrated in the case study on the discussion about the role of the central bank.

Economico-sociological research of Czech transformation after 1989 presented in the monograph was centred to the agricultural sector, due to importace ou outer impacts (structural changes, subsidies) and the presumption of its conservativeness.
