We would like to invite you to the next lecture of the Prager Vorträge series co-organized by German Historical Institute Warsaw, Collegium Carolinum and Leibniz-Institute for History and Culture in Eastern Europe. In March 1909, in a hotel in Davos, Switzerland, Oberleutant Josef Bartunek shot dead the Dutch composer Jules Mulder in front of all the other guests. What had happened was one of the last cases of Ehrennotwehr, or urgent-defense-of-honor, committed by a member of the Habsburg military before the First World War. But, unlike cases in Austria, where officers expected to receive a pardon, this event happened in the resort of Davos, in a foreign country, and against a non-Austrian citizen. It was a European event, one that exposed increasing fault lines in bourgeois and military culture, as well as ideas about honor and expectations of comportment. Most importantly, it exposed the Habsburg military to criticism about its own positioning vis-à-vis the rule of law. The presentation will discuss this case and, in the process, take on an exploration of the cult of honor and the peculiar world of Davos in Europe on the eve of the First World War.

John Deak is an associate professor of European history in the Department of History at the University of Notre Dame. His research interests lie in the history of European political culture from the Enlightenment to the twentieth century, particularly in the region broadly defined as Central Europe. Deak's more recent work is within twentieth-century history, researching topics that include political Catholicism and Fascism, the First World War, civil-military relations, and authority and power associated with states and bureaucratic organizations. His publications include Forging a Multinational State: State Making in Imperial Austria from the Enlightenment to the First World War, Stanford 2015 and the edited volume The Central Powers in Russia's Great War and Revolution, Slavica Publishers 2020, co-edited with Heather R. Perry and Emre Sencer.

Petitions and addresses to higher authorities offer a unique look into people whose voice is hard to find in the material historians mostly use. Wishes or complaints addressed to places and representatives of power or appeals against decisions from the above was a tool of those marginalised, discriminated against or exposed to violence on account of class, ethnicity, gender, citizenship, migration history, political identity and other factors. Historians, scholars in cultural studies and social scientists recently delved into listening to these individual voices, often left in archives unattended by those who examined state policy and preferred to read or listen to richer autobiographic material. They noted the difficulty of interpreting such “writing upwards" (Martyn Lyons) produced in a context that inevitably reaffirmed hierarchies and expressed loyalties as citizens and refugees were learning “speaking national” (Theodora K. Dragostinova), although subversion of the existing order is not alien to these documents too.

The workshop will focus on petitioning and other forms of making claims in specific situations of liminality: when people and/or borders were on the move. The interwoven processes of migration and changes of state sovereignty presented specific challenges to pleading individual cases to the authorities by requiring to reassess biographies and reframe acts of migration to fit the constraints of loyalty. Focusing on petitioning in these settings offers insights into how the relationship between the individual and the state or other actors, such as humanitarian organisations, corporations, professional associations etc. was reestablished in moments of political breaks and disputed ethnic, confessional, political and other loyalties.

At the same time, the workshop aims to reassess this promising research in a comparative way spanning across languages and specific historical moments, situating Central and Eastern Europe in a broader comparative perspective. Can we read these documents as a larger transnational corpus and what methodology is useful in that regard? How much the act of petitioning is context bound or does its embeddedness into basic hierarchical relations create commonalities across space and time? Can distant reading and methods of computational linguistics help in analysing the vocabulary and argumentation in different national and historical settings?

We invite contributions which are focused on, but not limited to, following areas:

methodological impetuses to advance comparative reading of “petitions on the move”,

promising archival or other collections of petitions of refugees or people who were displaced by moving borders,

formal and informal forms of claims making of people on the move,

gender, age, class and other factors structuring the language and process of petitioning,

petitioning as a social process (including who assists claims writing),

the language and sociolingustic context of petitioning.

We expect papers of 20 minutes and ample space for discussion. In addition to regular panels, we envision one or more interactive hands-on sessions in which participants will flesh and test new approaches to reading and interpreting their documents together and comparatively, using linguistic and digital, or other, methods.

Paper proposals (max. 250 words) and short bios (200 words), as well as any questions, should be directed to unref-public@mua.cas.cz.

Submission deadline: May 31, 2023

Decision on acceptance will be communicated by the end of June. The organizers are working on pooling funds to offer financial support for travel and accommodation.

Karel Drahotín Villani (1818–1883) byl český šlechtic a politik, který je sice znám jako vůdce ozbrojeného sboru Svornost v revolučním roce 1848, mnohem výraznější stopu však zanechal coby poslanec říšské rady i zemského sněmu a také představitel volené samosprávy. V roce 1865 se stal prvním starostou samosprávného okresu Benešov a zůstal jím až do roku 1869, kdy jeho opětovné volbě odmítl císař udělit své potvrzení. Villani je tak jedním ze „zakladatelské generace“ okresních starostů, kteří svými postoji, myšlenkami a zkušenostmi formovali nový mezistupeň veřejné správy mezi obecní a zemskou úrovní.

Okresní správa představovala od poloviny 19. století progresivní a nesmírně efektivní nástroj státní správy, který měl být od počátku rozšířen, podpořen a jistým způsobem i legitimizován svojí samosprávnou dimenzí. Původní záměr ministra vnitra Franze Stadiona se nicméně v případě zavedení okresní samosprávy realizoval až v polovině 60. let. Ačkoliv tehdy možnosti dané zákonem využilo jen několik zemí tzv. Předlitavska, představuje tento dvoukolejný model zajímavou a výzkumem dosud prakticky úplně opomíjenou stránku vývoje moderní veřejné správy ve střední Evropě. Okresní samospráva se rychle stala nejen důležitým faktorem regionálního vývoje a spolupráce, ale i základnou volební a politické agitace politických stran či oporou pro budoucí dosažení státní samostatnosti. V meziválečném období byly sice význam a role okresní samosprávy výrazně oslabeny, nicméně po roce 1945 se stala – byť v prostředí totalitního státu hodně formálně – znovu důležitým prvkem reformovaného správní systému. V různých podobách a s různými kompetencemi tak okresy – a s nimi i různě silné prvky okresní samosprávy – fungovaly téměř jeden a půl století. O jejich významu a úspěšnosti ostatně dodnes svědčí hluboce zakotvené povědomí o okresní správě, byť tato je reálně již dvě desítky let minulostí.

Uvítáme zejména příspěvky z oblasti okresní samosprávy, případně se zřejmou kontinuitou s ní. Dále příspěvky obecné či teoretické. To vše v dlouhém časovém rozsahu od druhé poloviny 19. století po současnost.
